Resolution to Support the Republic of China (Taiwan)'s Meaningful Participation in Activities of the United Nations Specialized Agencies and as Observer in the World Health Organization

WHEREAS, the exclusion of the participation of the 23 million people of the Republic of China (Taiwan) from the UN and its specialized agencies since 1971 has deviated from the principle of universality upheld in the UN Chapter;

WHEREAS, the Republic of China (Taiwan) has been excluded from establishing direct access to and communication with the World Health Organization (WHO) in regard to disease prevention and implementing the International Health Regulation (IHR 2005), despite the clear imperative for the Republic of China (Taiwan) to receive the most current medical and health updates as well as timely assistance in the event of an epidemic such as SARS or H5N1 avian influenza;

WHEREAS, good health is important to every citizen of the world and access to the highest standards of health information and services is necessary to improve public health; and the absence of which endangers not only to the 23 millions citizens of the Republic of China (Taiwan) but also those visiting Taiwan;

WHEREAS, the Republic of China (Taiwan) currently ranks as the world's 18th largest economy and 20th largest outbound investor, and is willing to share its economic strength and experiences with other developing countries.

WHEREAS, the Republic of China (Taiwan) has voluntarily assisted numerous countries by offering technical and humanitarian assistance-international efforts that could be made much more effective if the WHO and other UN specialized agencies were to utilize the Republic of China (Taiwan)'s participation;

WHEREAS, granting the Republic of China (Taiwan) meaningful participation in UN specialized agencies and observer status in the World Health Assembly would be conducive to enhanced cross-strait dialogue and further peace and cooperation in the Asia-Pacific region;

NOW, THEREFORE, BE IT RESOLVED, that the NFWL International Committee recommend that the President of the United States and the United States Congress to support the Republic of China (Taiwan)'s meaningful participation in the activities of the United Nations' specialized agencies and its role as an observer in the World Health Assembly, and;

BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and all members of NFWL.
